Jubail Petcoke Cogeneration Power Plant Project - Jubail Industrial City
The project is about Engineering, Procurement and Construction (EPC) contract to build a petroleum coke-fired power plant with power generation. This power plant will be built at the Satorp refinery complex at Jubail Industrial City in the eastern province of Saudi Arabia. The Satorp refinery produces up to 6,500 tonnes per day of petroleum coke, with a sulphur content of up to 10 per cent. The plant is planned to take petroleum coke from the Satorp refinery and supply steam and power to Satorp, and will supply additional power generated to the Sadara chemical complex. According to sources close to the scheme, the petcoke plant will have a power generation capacity of at least 900MW at steam capacity of at least 450 tonnes per hour. Client has invited developers to submit request for information (RFI) for the scheme by April 04, 2017. Client is expecting to issue request for proposals (RFPs) in July 2017 and receive bids in November 2017 and award the contract in January 2018, with a full plant commissioning date of May 2022. Client is planning to develop the project as an independent power plant (IPP) under a build-own-operate-transfer (BOOT) structure and hold an equity stake in the project company formed to develop the plant. The project company will enter into long-term agreements with Satorp and Sadara for electricity, and Satorp for steam. The US$1,000 million project includes the following: 1.
